Valencia City Council has money for you. Literally. And most people don’t know.

Every year, Valencia City Council allocates a budget line to grants for adapting homes. Non-repayable subsidies — money you don’t have to return — for removing architectural barriers, replacing bathtubs with accessible showers, fitting grab bars, non-slip flooring, widening doors.

And how many people apply? Few. In recent calls, the municipal budget for home accessibility wasn’t exhausted until well into the third quarter. Months with money available and nobody claiming it.

You may know about the Valencia Regional Government grants (Plan Renhata) or the income tax deductions. But municipal grants are another level: closer, more agile and compatible with the regional ones. They can be added together.

In this guide we explain what programmes from Valencia City Council you can apply for to adapt your bathroom, how much they give, what requirements you need and how to process them.


What municipal grants exist for adapting the bathroom

The City Council manages several grant lines applicable to bathroom renovation. Not all have the same name or are processed the same way, so it’s worth knowing them separately.

1. Accessibility and Architectural Barrier Removal Programme

The flagship programme. Funded by the Social Welfare Department, it’s designed to remove barriers in homes of people with reduced mobility or disability. It covers: replacing bathtub with flush shower tray, grab bars, non-slip flooring, adapted taps, widening the bathroom door and removing steps.

Amounts can reach €6,000 for comprehensive works. The subsidy percentage varies according to income and circumstances, but can cover between 50% and 80% of the cost.

2. Grants for elderly people (65+)

Through the Municipal Social Services Centres, the Council manages grants for people over 65 who need to adapt their home. It’s not a programme with a specific name — it falls under emergency social aid and active ageing grants. It’s processed by social workers in your district.

The amount is lower — between €500 and €2,000 — but it’s faster. We’ve seen decisions in under two months. For small interventions (grab bars, taps, extra-flat shower tray) it can cover the full amount.

3. Grants for recognised dependency

If you or a family member has a recognised degree of dependency (Grade I, II or III under Law 39/2006), the Council processes grants for home adaptation as part of the Individual Care Programme (PIA). We’ve accompanied clients with Grade II who received up to €4,500 for adapting their bathroom. The key: the adaptation must be listed as a need in the PIA.

4. Housing rehabilitation programme

Less well known. The Council has a programme coordinated with the Valencia Regional Government through the Rehabilitation Offices. Although it focuses on building rehabilitation, it includes a line for interior adaptation. It applies when the renovation is part of comprehensive rehabilitation or habitability improvement. Amount: between €1,000 and €3,000, depending on the building’s age.


Who can apply

Each programme has its criteria, but certain requirements are common across them.

Registration in Valencia

Essential for all programmes. You must be registered as a resident in Valencia city — the province doesn’t count. If you live in Torrent, Paterna or Mislata, these programmes don’t apply; each municipality has its own.

Income limits

They vary: the Accessibility Programme requires household income below 3 times the IPREM (around €28,800 gross annually in 2026). Grants for the elderly don’t have a rigid threshold — the social worker decides. For dependency there’s no strict limit, but the amount is adjusted. For rehabilitation: income below 4.5 times the IPREM and building over 30 years old.

Age or disability

Accessibility requires recognised disability (33%+) or reduced mobility with medical report. Elderly grants: 65 years or over. Dependency: recognised grade from the Regional Ministry. Rehabilitation doesn’t require age or disability, but prioritises buildings with elderly residents.

Ownership or owner’s authorisation

Owners have no problem. Tenants need written authorisation from the owner plus a current rental contract.

The grants cover: bathtub-to-flush-shower conversion, grab bars, non-slip flooring, adapted taps, door widening, step removal, fold-down shower seats and raised toilets. What they don’t cover: decorative tiles, aesthetic furniture, premium shower screens. They fund functionality, not indulgence. But if you need an accessible bathroom, they cover the essentials.

And best of all: these grants are compatible with Plan Renhata and with income tax deductions. How to apply step by step

Step 1: Identify which programme applies to you

If you’re not sure which one fits, book an appointment at the Municipal Social Services Centre in your district. At the Russafa District Office on Calle Matias Perelló, you can apply for grants in person and they’ll clarify on the spot what programme you’re entitled to. We’ve seen it many times: people go in thinking they don’t meet the requirements and come out with the application in hand.

Step 2: Gather the documentation

Documents you’ll need:

  • ID/NIE of the applicant and household members
  • Registration certificate
  • Latest year’s tax return
  • Disability certificate or medical report (if applicable)
  • Dependency decision (if applicable)
  • Land Registry extract or rental contract + owner’s authorisation
  • Detailed renovation quote with itemised costs
  • Photos of the current state of the bathroom

Start preparing the paperwork while you wait for the call or appointment. Time invested now saves time later.

Step 3: Submit the application

Two routes: in person at your District Council Office (by appointment) or online through the electronic office of the City Council with a digital certificate or Cl@ve. The Accessibility Programme has a call period (first quarter); Social Services and dependency grants can be applied for at any time.

Step 4: Assessment, decision and payment

A municipal technician visits your home (2-6 weeks after applying). If the decision is favourable, you have 3 to 6 months to carry out the work. After finishing, you submit invoices and photos of the result. The Council verifies and within 1-3 months you receive the payment.

Total timeframe: 3 to 6 months until approval. From application to payment: 6-10 months.


The trick to getting approved faster

We’ve been accompanying clients through these procedures for years. It’s not easy, but every euro recovered is worth it.

Apply in January or February. The municipal budget is finite. In 2024, the accessibility programme exhausted its allocation by September. In 2025 the funding was increased by 12%, but the dynamic was the same: first come, first served. Hurry — the 2026 municipal budgets are already approved and calls can come out at any time. They go fast.

Bring complete documentation from day one. The number one reason for delays is that something’s missing. Each correction request means 2-4 weeks lost. Bring everything ready. Everything.

Get a quote with differentiated accessibility items. If your quote says “comprehensive bathroom renovation: €5,000” without a breakdown, the technicians don’t know how much corresponds to accessibility. But if it says “flush shower tray with class 3 non-slip surface: €1,800; fold-down grab bars: €420; thermostatic taps: €280”, the assessment is immediate and favourable.

Request a preliminary assessment from Social Services. It’s not mandatory, but it confirms whether you meet the requirements before starting the formal paperwork.

Frequently asked questions

Can I apply for the Council grant and Plan Renhata at the same time?

Yes. The municipal and regional grants come from different budgets and are compatible, provided the total doesn’t exceed the actual cost of the work. In our grants guide we explain how to combine them.

Do I have to wait for approval before starting the work?

For the Accessibility Programme, yes — if you start before, you lose the grant. For Social Services and dependency grants there may be more flexibility, but always ask first. Better to wait two months than lose €4,000.

What if my application is denied?

You can submit objections within 10 working days. Common reasons: incomplete documentation (can be corrected), exceeding income limit (cannot be corrected) or not meeting age/disability requirements. If it’s due to income, consider the income tax deductions, which have no income limit. You can also check the dependency grant as an alternative.

How long does the Council take to decide?

2 to 4 months from the complete application. From paperwork to money in your account: 6-10 months. It’s slow, but the grants fly as soon as they’re published — don’t get caught without your documentation ready.

Can I apply for these grants if I’m a tenant?

Yes, with written authorisation from the owner (identification, description of works and signature) plus a current rental contract. The grant is awarded to the tenant who applies and pays for the renovation.
